Trump's Woke Alarm Misses The Continent's True Threat: Technological Decline.

The recent US security policy document offers a misguided view of Europe. It claims that open-border policies and what it terms "woke" agendas pose an existential threat to European civilization. Yet, this perspective is based on a serious misinterpretation of the reality. The true challenge confronting Europe is not societal but technological and economic lag.

The Stark Growth Divide Separating Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent increase for the EU. Over this period, European income per person fell from 76.5% to just 50% of the American figure. Remarkably, even the poorest US state now boasts a higher per capita income than several leading European economies like France and Italy.

Today, roughly half of the global 50 largest technology firms are US-based, while a mere four are European.

The Innovation Shortfall: A Critical Problem

The growing disparity stems from superior efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The landscape of global tech dominance is overwhelmingly US-centric. In the last five decades, hundreds of American startups have grown into companies valued at over ten billion dollars, versus only fourteen in Europe.

This disparity prompts a vital question: In the race for future industries like AI, semiconductors, and quantum computing, what is Europe positioned? Most analysts concede it is essentially a two-horse race between the United States and China, with Europe starting at a significant handicap.

Underlying Factors of Europe's Innovation Gap

A number of major factors explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic network for financing new ventures. The EU has yet to establish a true unified investment market, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A US startup can introduce a product under a single set of laws to access a market of hundreds of millions. The EU, despite a larger population size, is divided among 27 separate regimes, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was historically met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these challenges, one can find causes for optimism. Policymakers are increasingly aware of the severe threat and have begun to advance serious reform. Key reports on EU competitiveness and the internal market highlight the necessity of sweeping reforms.

Given appropriate policies and regulatory reforms, Europe's strengths could support far greater degrees of commercial innovation.

The continent still possesses significant advantages: high-quality workforce, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these elements could trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. However, if it fails to take decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
